Patrol Trainer (“Patrol Trainer,” “we,” “us”) is a workforce training and communications platform operated by P4 Security Solutions LLC and used by public safety agencies and private security firms to deliver compliance training, de-escalation scenarios, exams, and operational notifications to their officers. This policy explains what information we collect, how we use it, how we protect it, and the choices you have. It applies to the Patrol Trainer web application at www.patroltrainer.com and the SMS and email notifications sent through it.
Mobile opt-in and SMS consent data is never sold or shared for marketing
Consent to receive text messages is given directly to Patrol Trainer and the recipient’s own employing agency. Mobile phone numbers and SMS consent information are used solely to deliver the operational messages the recipient opted in to receive. No mobile information will be shared with third parties or affiliates for marketing or promotional purposes. Text messaging originator opt-in data and consent will not be shared with any third parties. Any sharing with the service providers that operate the messaging on our behalf (for example, our SMS carrier) is limited to what is necessary to deliver the messages you requested, and those providers may not use the information for their own purposes. We never sell mobile information.
Information we collect
- Account information — name and role, provided when an agency invites a user. Supervisors and administrators also provide a work email address; officers sign in with their mobile number and are not required to have an email on file.
- Mobile phone number — for officers, the mobile number is required to send an invitation and is the officer’s sign-in identifier; the officer is enrolled in non-essential SMS only after their agency attests consent, and can opt out at first login or any time after. For supervisors and administrators a mobile number is optional and enables SMS notifications.
- Consent records — when a user opts in or out of SMS or email, we store the exact consent language shown, the timestamp, IP address, and browser user-agent, as a compliance audit trail (TCPA / CAN-SPAM).
- Training and compliance data — training assignments, exam and scenario results, attestations, and related activity generated as a user completes assigned training.
- Voice and audio data — in voice de-escalation scenarios, an officer speaks aloud and their speech is transcribed to text (using a speech-to-text provider) so responses can be scored, and the scenario turns are voiced with AI-generated audio. The resulting transcripts and audio are stored as part of the training record and can be replayed and reviewed by the officer’s supervisors and administrators within the same agency.
- Message content and delivery data — the operational messages sent to a user and their delivery status.
- Authentication and security data — hashed passwords, two-factor verification codes, passkey credentials, and audit logs of security-relevant events.
- Technical data — standard log information (IP address, timestamps) used to operate and secure the service.
How we use information
- •To provide the platform: deliver assigned training, exams, scenarios, and record attestations.
- •To send the operational notifications a user has opted in to receive — two-factor login codes, account and invitation notices, training assignment and reminder alerts, supervisor broadcasts, and use-of-force review outcomes.
- •To authenticate users and secure their accounts.
- •To maintain records required for legal and regulatory compliance, including SMS/email consent.
- •To operate, maintain, troubleshoot, and improve the service.
We do not use personal information for advertising, and we do not sell personal information.
How information is shared
- Within your agency. Patrol Trainer is multi-tenant. A user’s information is visible only to authorized supervisors and administrators of that user’s own employing agency, and to the user themselves. Agencies cannot access one another’s data — database row-level security enforces this boundary independently of the application.
- Service providers (processors). We use a small number of vendors strictly to operate the service on our behalf. Current sub-processors include: Anthropic (Claude AI — training-content generation and scoring), Resend (email delivery), Twilio (SMS delivery), Deepgram (speech-to-text transcription), ElevenLabs (text-to-speech audio), Synthesia (AI training video), and Railway (cloud hosting and database). These providers process data only to perform services for us and are not permitted to use it for their own marketing.
- Legal requirements. We may disclose information if required by law or to protect the rights, safety, and security of users, the public, or the service.
- No sale, no marketing sharing. We do not sell personal information, and — as stated above — mobile opt-in and SMS consent data is never shared with third parties or affiliates for marketing or promotional purposes.
How we protect information
- Data is encrypted in transit (HTTPS) and at rest.
- Passwords are hashed; two-factor authentication and passkeys are supported.
- Row-level security isolates each agency’s data at the database layer.
- Access to production data is limited and audit-logged.
Data retention
We retain account, training, and attestation records for as long as an agency uses the service and as needed for the agency’s recordkeeping and legal obligations. Consent records (opt-in and opt-out events) are retained as a compliance audit trail. When an account is deactivated, associated records may be retained for compliance and provenance unless deletion is requested by the agency and permitted by law.
Your choices
- SMS opt-out: reply STOP to any text message, toggle SMS off on your in-app account settings page, or ask your supervisor to disable it. Reply HELP for help. See our SMS Consent & Opt-in page for full detail.
- Email: notification emails include an unsubscribe link. Security and account emails (login codes, password resets) are always sent.
- Access and correction: you can review and update your name and phone number (and email, if one is on file) from your in-app account settings, or contact your agency administrator.
Your privacy rights
Depending on your state of residence and applicable law — for example, the California Consumer Privacy Act as amended by the CPRA, and comparable state privacy laws — you may have the right to request access to, correction of, deletion of, or a portable copy of the personal information we hold about you, and to appeal a decision on such a request. We do not sell personal information and do not use it for cross-context behavioral advertising.
How to make a request. Because Patrol Trainer is provided to you through your agency, which administers your account, most requests are handled through your agency administrator. You may also submit a request to us directly at zwhitaker@p4secure.com with “Privacy Request” in the subject line. We will verify your identity (or your relationship to the agency) before acting on the request and will respond within the timeframe required by applicable law. Some information may be retained where we are required or permitted to keep it — for example, consent records and safety or use-of-force records.
Other information
Not for children. Patrol Trainer is a workforce tool intended for adult employees and is not directed to children under 16.
Changes. We may update this policy from time to time. Material changes will be reflected by updating the “Last updated” date above.
